Kansai Area Pass vs Kansai Railway Pass vs ICOCA: Day Trips

Himeji Castle's white plaster walls earned it the nickname Shirasagi-jo (White Heron Castle). UNESCO lists it as a World Heritage site (1993) and calls it "the finest surviving example of early 17th-century Japanese castle architecture." From Osaka it is 1 hour 11 minutes and 1,460 yen one way by JR (Japan Railways) rapid trains.
Fushimi Inari Shrine is even closer. From Kyoto Station it is 5 minutes and 150 yen on the JR Nara Line. The shrine dates from 711, and the whole mountain behind it (233 m) is its grounds.
The short version: in our three-day Osaka, Kyoto, Nara and Kobe example, the Kansai Area Pass costs more than paying each fare. In our examples it starts to pay off when you add far places such as Himeji and Wakayama, and ICOCA is not a pass at all.
Japan Tourism Agency data show that Kyoto and Osaka each drew 45% to 53% of US and UK visitors in 2025. Hyogo, where Himeji is, drew only 4.6% (US) and 6.4% (UK). The table is further down.
The short answer
- ICOCA is a payment card, not a pass. It does not discount any fare. So the real choice is the Kansai Area Pass or paying per ride (with ICOCA or tickets). The Kansai Thru Pass ended after fiscal 2023. The operator's page lists Kansai Railway Pass Lite sales from March 25 to September 30, 2026, and as of September 19, 2026, we found no announcement of a next edition.
- Three days from Osaka to Kyoto, Nara and Kobe cost 3,140 to 3,980 yen in fares. The 3-day pass costs 5,800 yen. Adding Himeji, Wakayama, two Haruka airport train rides and Kyoto day tickets can turn this around. In our four-day example, the pass is 7,000 yen against 14,900 yen.
- Hankyu and Kintetsu trains are not covered by the pass, and Koyasan (Nankai) is not covered either. Kansai Railway Pass Lite is described here, but it is not in the calculator.

First, what changed and what ICOCA is
Many pages use the old names. Any page that describes the Kansai Thru Pass as on sale is out of date. JR West's release says its new fares apply to tickets sold from April 1, 2025 (Japanese, PDF), so fares from before that date are out of date too.

We do not know whether the pass will be on sale from October 2026 to next spring. Past announcements came on February 22, 2024 and February 20, 2025, and fiscal 2026 sales began on March 25, 2026. We do not read a gap into that.
So this post compares two things: the Kansai Area Pass and paying without a pass. ICOCA is how you pay in the second case.

JR West's English page shows the Kansai Area Pass price as "current as of August 1, 2024" and says prices are subject to change. The January 28, 2026 JR West release on visitor products did not include this pass (we checked the release). Check the price when you buy.

Regular fares to the usual day-trip places
The next table lists one-way fares for the date we searched, September 25, 2026 at 10:00. A round trip is the one-way fare times two (our calculation). Private railway fares are cash fares. Hankyu fares include the barrier-free fee.

Four notes on this table:
- Osaka to Kyoto is cheaper on Hankyu (410) than on JR Special Rapid (580). Osaka to Nara is cheaper on Kintetsu (680 from Osaka-namba) than on JR (840). From Osaka Station or Umeda you would need to change trains for Kintetsu. From Kyoto to Nara, JR (720) is cheaper than Kintetsu (760).
- The Haruka limited express surcharge changes by date. In our searches from September 19 to November 1, 2026, it was 1,530, 1,730, 1,930 or 2,130 yen. The table uses the 1,730 yen day. For the airport, see Kansai Airport to Kyoto, Namba and Umeda.
- JR West fares are the ones after the April 1, 2025 revision. We did not confirm the date from a second source.
- We did not check whether IC card fares on private railways equal these cash fares. We also did not confirm the date of Kintetsu's fare PDF, because it shows none.

The Kyoto tickets that come with the pass
When you buy the Kansai Area Pass, you also get vouchers for the Kyoto City Subway, Keihan and Hankyu. Each is for one day only, whether your pass is 1 or 4 days long. You exchange a voucher on the day you use it, inside the pass period. It cannot be reissued if lost, and it is not refunded if unused (JR West's page).

We checked the Keihan price on Keihan's own page on September 19, 2026: Kyoto Sightseeing Pass, 1,100 yen for one day and 1,300 yen for 24 hours. JR West describes the Keihan voucher as the pass for Keihan lines in Kyoto City, so we treat 1,100 yen as its value. The Keihan Kyoto-Osaka Sightseeing Pass is a different ticket at 1,650 yen.
Here is how the calculator counts these vouchers. A voucher has value only if you would have bought that ticket anyway. Then the no-pass columns add its price (800 or 1,100 yen). If you would not buy it, the value is 0. We do not count the Hankyu voucher, because Osaka to Kyoto is already covered by JR with the pass. It matters only if you want Hankyu lines such as the Arashiyama Line.
The source of Kyoto City's 1-day ticket page has an old passage about an 800 yen subway and bus ticket for JR West pass holders, but it is commented out and not shown to readers. We could not confirm that Kyoto City sells such a ticket now, so we do not count it. The visible page lists the regular subway and bus 1-day ticket at 1,100 yen. Kyoto City's subway ticket page also says its discounts at sights do not apply together with the Kansai Area Pass. We did not count any discounts. Ask at the counter.

What ICOCA is, and what it is not
ICOCA is a rechargeable IC card (a card you tap at the gate) sold by JR West. It pays fares. It does not lower them. Use the same fare table above for an ICOCA rider.
- Price: 2,000 yen, which includes a 500 yen deposit. You get the deposit back when you return the card.
- Where it works: JR West lines and many private railways, subways and buses in Kansai, including Kyoto City buses and subway. On private railways, add money before you board. On JR West's ICOCA area, it cannot be used for trips over 200 km of operating distance (with some exceptions).
- Apple Pay: an ICOCA can also be added on an iPhone.
- KANSAI ONE PASS: this is an ICOCA in a different design, and new issuance has ended.
The ICOCA card price is not counted in the calculator, because the deposit comes back.

How many visitors go beyond Kyoto and Osaka
Visit rate means the share of surveyed visitors who went to a prefecture (more than one answer allowed). These are 2025 figures, in percent.

The survey had 7,712 answers from US visitors and 1,351 from UK visitors. The data say that Hyogo and Wakayama are visited far less often than Kyoto and Osaka, and we draw no other conclusion.
Calculator: pass or no pass for your day trips
Use it with your own plan. Four notes:
- Pick the pass length and enter round trips for each place. Count each place you visit, even if two are on the same day. If Kobe and Himeji are on one day, count only one of them.
- Set the two Kyoto tickets to "Yes" only if you would buy them anyway. Each is a one-day voucher.
- Haruka is a one-way count for a reserved seat. The pass covers up to 2 rides.
- "Cheaper fares" means Hankyu from Osaka-umeda, Kintetsu from Osaka-namba and the Haruka one-way ticket, where we checked them.
What the calculator leaves out:
- Kansai Railway Pass Lite. We could not read its fiscal 2026 list of companies, and sales are listed as ending September 30, 2026.
- A separate Kyoto City ticket for JR West pass holders, and any discounts at sights. We could not confirm that such a ticket is on sale.
- The Hankyu voucher. It matters only if you use Hankyu lines such as Arashiyama.
- Sellers' prices. We did not check them.
- IC card fares on private railways, and the date of Kintetsu's fare PDF.
- Child fares. The Kansai Area Pass is half price for children. We did not confirm the Lite child price.
- A stop in Kobe on the way to Himeji. We did not get that fare.
- City rides and admission: Osaka Metro and other city fares, Universal Studios Japan tickets and lunch.
- The Haruka surcharge on other dates. The tool uses the 1,730 yen day.
Scenarios: five ways to spend the days
Each scenario below is an example we chose, not a recommendation. The method is explained on how the numbers are worked out. Whether your trip fits inside the pass days is for you to check. The tool does not.
Adult, standard fares, total for one person, as of September 19, 2026. The pass uses the JR West list price. We did not check sellers' prices. "Cheaper" means Hankyu, Kintetsu or the Haruka one-way ticket where those are cheaper.

Three days around Osaka: Kyoto, Nara and Kobe
If your days look like S1, the pass costs more than the fares. You take Osaka to Kyoto (1,160 yen by JR or 820 by Hankyu), Fushimi Inari, Osaka to Nara and Osaka to Kobe. JR fares add up to 3,980 yen, and the cheaper fares to 3,140 yen.
The 3-day pass costs 5,800 yen. Some of the cheaper fares are on lines the pass does not cover. In this example, Kyoto and Nara day trips alone do not add up to the price of the pass.
Adding Himeji and more Kyoto stops
If your days look like S2, the gap closes. Himeji costs 2,920 yen round trip by JR, and Uji and Saga-Arashiyama add 480 yen each. Paying JR fares comes to 7,020 yen against 5,800 yen for the pass, a 1,220 yen gap. With the cheaper fares it is 6,140 yen, a gap of only 340 yen.
A gap this small can flip. Your seller's price, whether your days fit into three in a row and a stop in Kobe on the way (we do not have that fare) can all change it.
Four days with Wakayama, Himeji and both Haruka rides
If your days look like S3, the pass wins by a lot. It covers Wakayama (2,600 yen round trip), Himeji, Nara, two Haruka rides in reserved seats and Kyoto trips. Without the pass the total is 14,900 yen at the cheaper fares, against 7,000 yen for the 4-day pass.
S3 uses the pass fully. It is not an average trip. The two Kyoto tickets (800 and 1,100 yen) count only because we assumed you would buy them anyway. The Haruka surcharge changes by date, so this gap changes too.

Koyasan: the Area Pass does not go there
Koyasan is the head temple site of Shingon Buddhism, and the official site lists Ajikan meditation, sutra copying and temple lodging. It is reached on Nankai from Namba, at 1,430 yen each way (Limited Express Koya costs 1,100 yen more).
The Kansai Area Pass does not cover Nankai. In S4, Nankai's 2,860 yen adds to every column, and no pass costs 2,620 yen less. Lite covered Nankai in fiscal 2025, but we did not confirm fiscal 2026, so we do not count it.
A single Kyoto day with the Kyoto subway voucher
Take a day in Kyoto with Inari, Uji and Saga-Arashiyama, from Osaka. With a 1-day pass, the fares add to 2,420 yen by JR or 2,080 yen with Hankyu, and the pass costs 2,800 yen, so no pass is 720 yen cheaper.
Suppose you would have bought the 800 yen subway ticket anyway. The no-pass total becomes 2,880 yen, and the pass costs 80 yen less. The same trip flips from one side to the other, only because of that voucher. Kyoto City buses (230 yen a ride) are not in any pass, so they add the same amount to both sides.
Is Kansai Railway Pass Lite worth a look?
We do not calculate it. We could not read its fiscal 2026 company list, and it has no child price on the operator's page. The operator's page lists sales from March 25 to September 30, 2026, and we found no announcement of a next edition as of September 19, 2026.
Here is what we can say. It costs 5,200 yen for 2 days or 6,500 yen for 3 days, digital only, and it is not refunded after use. It does not cover JR, the Kyoto City Subway, Keihan's Keishin and Ishiyama-Sakamoto lines, Randen or buses. Limited express surcharges cost extra.
To test it yourself, add up your private railway fares on the days you would use it. Compare that with 5,200 or 6,500 yen. Do not count JR rides, because it does not cover them. Check the operator's sales period before you plan around it.
What to buy instead, and how to buy
In our examples, the pass costs less when your days look like S2 or S3, and more when they look like S1. If you skip the pass, ICOCA is the easy way to pay. This section lists where to buy the passes, by kind of seller.
Buying the Kansai Area Pass
Only visitors with a foreign passport and Temporary Visitor status can buy it. Japanese nationals cannot, even permanent residents. JR West sells it through JR-WEST ONLINE TRAIN RESERVATION (from 10:00 JST one month before use, credit card only), overseas travel agencies and travel agencies in Japan. The price on the day you buy applies.
KKday and GetYourGuide also carry the pass. We did not check their prices, so we do not say if they are the same, lower or higher than JR West's. See JR West's page for the official price and terms.
Buying Lite while it is on sale
There is no official direct sales site. The operator's page lists Klook, KKday and WAUG as sellers. The listed sales period is March 25 to September 30, 2026, and the pass must be activated by September 30, 2026. Check the operator's page for the sales period before you plan around it.
Day trips and where to sleep

Common questions
Is the Kansai Area Pass worth it?
It depends on your days. In our example of Kyoto, Nara and Kobe from Osaka, it costs more than the fares (S1). If you add Himeji, Wakayama, Haruka rides and Kyoto vouchers you would buy anyway, it can cost much less (S3). Use the calculator.
What happened to the Kansai Thru Pass?
It ended with the fiscal 2023 sales, according to the operator's release of February 22, 2024. Its successor was KANSAI RAILWAY PASS, renamed KANSAI RAILWAY PASS LITE from fiscal 2026.
What is Kansai Railway Pass Lite, and can I buy it?
It is a 2-day (5,200 yen) or 3-day (6,500 yen) digital pass. The operator's page lists sales from March 25 to September 30, 2026. Whether you can buy it on your date depends on that period, so check the operator's page. As of September 19, 2026, we found no announcement of a next edition.
Is ICOCA a pass, and does it give a discount?
No. It is a payment card and fares are not discounted. It costs 2,000 yen, including a 500 yen deposit that you get back when you return the card.
What is the difference between ICOCA and KANSAI ONE PASS?
KANSAI ONE PASS is an ICOCA in a different design. New issuance has ended as of the operator's site (checked September 19, 2026).
Does the Kansai Area Pass include Osaka Metro?
No. The vouchers are for the Kyoto City Subway, Keihan and Hankyu, one day each.
Does the Kansai Area Pass cover the Haruka?
It covers reserved seats on Haruka up to 2 times. Reserve before you board, because you cannot reserve on the train. The operator's page says only "reserved seats", so we do not say anything about non-reserved seats.
Can I use the pass on the Shinkansen or other limited express trains?
No. The Shinkansen, limited express trains other than Haruka, paid seat services and expressway buses are not valid.
Is Nara cheaper by JR or Kintetsu?
From Osaka-namba, Kintetsu is 680 yen and JR from Osaka is 840 yen. From Kyoto, JR is 720 yen and Kintetsu is 760 yen. Kintetsu's limited express costs 520 yen more. Kintetsu's fare PDF shows no date.
Which is cheaper between Osaka and Kyoto?
Hankyu is 410 yen and JR Special Rapid is 580 yen, for one way as of September 19, 2026. Hankyu goes from Osaka-umeda to Kyoto-kawaramachi.
Do the Kansai Area Pass and the Kyoto 1-day ticket work together?
According to JR West's page, the pass comes with a Kyoto City Subway 1-day voucher (subway only). The regular Kyoto City subway and bus 1-day ticket is 1,100 yen. We found no current Kyoto City ticket for JR West pass holders, because the only mention on its page is commented out in the page source. Check at the counter.
Does the Kansai Area Pass include Kyoto buses?
No. Kyoto City buses cost 230 yen in the flat-fare zone. JR West buses are included only on general routes inside the valid area.
Can Japanese residents buy the pass?
No. It needs a foreign passport and Temporary Visitor status. Permanent residents cannot buy it. Anyone can buy an ICOCA.
Can I get a refund?
For the Kansai Area Pass, the fee is 10% (minimum 220 yen), and nothing is refunded after use starts. Lite tickets are not refunded once used. On ICOCA, the 500 yen deposit comes back when you return the card.
Is there a Kansai Mini Pass, and a Kintetsu Rail Pass?
Yes. The Kansai Mini Pass is 3,000 yen for 3 days (Haruka costs extra). The Kintetsu Rail Pass is 1,900 yen for 1 day, 3,700 yen for 2 days and 4,900 yen for 5 days. We did not put them in the calculator.
